Most HR AI strategy documents today read like extended product brochures. When a CHRO explains their artificial intelligence roadmap by listing vendors, the vendor owns the strategy and not the human resources function. A CHRO who cannot articulate their AI strategy without naming a vendor does not have an AI strategy; the vendor has one for them.

This vendor led pattern shows up in how data, tools, and budgets are allocated across HR technology portfolios. Instead of starting from the organisation’s talent management needs, workforce planning priorities, and employee experience gaps, many business leaders start from whatever generative tools or machine learning platform first reached their inbox. For each capability, specify the role of data, the human judgement required, and the acceptable balance between automation and manual review.

Once the taxonomy is clear, you can score use cases. A robust scoring model weighs potential high impact on business outcomes, feasibility given current technology and data, and risk to employees and to human rights. AI also reshapes the role of HR professionals themselves. At minimum, specify that systems must capture a unique decision ID for each automated or AI assisted outcome, a timestamp for when the decision was generated, the model version used at that moment, the confidence score or similar measure of model certainty, the reviewer ID for any human who approved or overrode the recommendation, and the retention period for which these records will be stored in line with your policy.

Governance bodies inside the organisation must also adapt. Establish an AI review board that includes HR leaders, legal, data protection, and representatives of employees, and give it authority over vendor selection, model deployment, and ongoing monitoring.
